Wizard's Lightning, Instant, designed by Grzegorz Rutkowski first released in Apr, 2018 in the set Dominaria.
This card would be beneficial in a Wizard tribal deck in Magic: the Gathering, where you can easily reduce its cost by having Wizards on the battlefield. However, for a more efficient removal option, Lightning Bolt may be a better choice as it only costs R and deals the same amount of damage. Wizard's Lightning could see play in decks specifically focused on Wizard synergies, but in more general decks, Lightning Bolt may be a more versatile option.

Once you announce that you’re casting Wizard’s Lightning, no player may take other actions until the spell’s been paid for. Notably, players can’t try to raise the spell’s cost by removing your Wizards.
