The ability to sacrifice it to destroy a creature when you control two or more artifacts adds versatility to the card. While there may be more powerful options available, such as \\Executioner's Capsule\\ or \\Engineered Plague,\\ Underhanded Designs could still see play in a deck focused on artifact synergies and incremental life gain.
