Patrol Signaler, Creature — kithkin soldier, designed by Steve Prescott first released in Jul, 2008 in the set Eventide. It's a key card in 3 combos.
A white weenie aggro deck would benefit from including Patrol Signaler in its lineup, as it provides a low-cost way to generate additional creatures for attacking. While there may be more powerful cards available for token generation, such as Raise the Alarm or Spectral Procession, Patrol Signaler could still see play in a budget or theme deck focused on kithkin tribal synergies.

If the permanent is already untapped, you can’t activate its ability. That’s because you can’t pay the “Untap this permanent” cost.

When you activate an ability, you untap the creature with that ability as a cost. The untap can’t be responded to. (The actual ability can be responded to, of course.)
