Lowland Oaf, Creature — giant warrior, designed by Nic Klein first released in Jun, 2002 in the set Magic Online Promos and was printed exactly in 2 different ways.
A deck that focuses on aggressive Goblin tribal strategies would benefit from including Lowland Oaf in its lineup, as it provides a temporary power boost and evasion to a Goblin creature. However, in a competitive Magic: the Gathering environment, there are likely better options available that provide more consistent or impactful effects for the same mana cost. Lowland Oaf may not see much play in top-tier decks, but could still have a place in casual or themed Goblin decks for fun and flavor.
