Fervent Paincaster, Creature — human wizard, designed by Matt Stewart first released in Jul, 2017 in the set Hour of Devastation and was printed exactly in 4 different ways. It's a key card in 1 combos.
This card would be beneficial in a red aggressive deck looking to apply constant pressure on the opponent. Its ability to deal direct damage to players or planeswalkers can help close out games quickly, while its ability to target creatures provides flexibility in dealing with threats on the board. However, there are potentially better options such as Lightning Bolt or Chain Lightning which offer more immediate and efficient damage at the same cost, making Fervent Paincaster less likely to see play in competitive Magic: the Gathering decks.

If you gain control of another player’s creature until end of turn and exert it, it will untap during that player’s untap step.

You can’t exert a creature unless an effect allows you to do so. Similar effects that “tap and freeze” a creature (such as that of Decision Paralysis) don’t exert that creature.
