Chisei, Heart of Oceans can be a powerful addition to a control deck that focuses on manipulating counters on permanents. This card can provide a recurring source of card advantage and disruption, especially when combined with cards that generate counters or have powerful effects when counters are removed. However, its drawback of needing to remove a counter each turn can be a significant limitation, and there may be better options available such as Teferi, Time Raveler or Jace, the Mind Sculptor which offer more immediate impact and versatility in control strategies.
