The Syndicate Enforcer card would be beneficial in a black-white control deck that focuses on draining opponents' life while gaining life to prolong the game. However, there are better extort cards like Blind Obedience that offer additional utility with effects like slowing down opponents' creatures and artifacts. Syndicate Enforcer could see play in a budget deck or as a filler card, but it may not be a top choice in a competitive setting.
