Courage in Crisis, Sorcery, designed by Micah Epstein first released in Apr, 2019 in the set War of the Spark and was printed exactly in 4 different ways. It see play in 1 formats: Commander.
A deck focused on +1/+1 counters and proliferate mechanics, such as a Simic or Selesnya deck in Magic: The Gathering, would benefit from including Courage in Crisis. However, for a more efficient option, cards like Evolution Sage or Simic Ascendancy might be better choices for their long-term value and synergy with the deck's strategy. While Courage in Crisis can be a fun inclusion, its effectiveness in competitive play may be limited compared to other cards with similar effects.

If a permanent has +1/+1 counters and -1/-1 counters on it, they’re removed in pairs as a state-based action so that the permanent has only one of those kinds of counters on it.

You don’t have to choose every permanent or player that has a counter, only the ones you want to add another counter to. Since “any number” includes zero, you don’t have to choose any permanents at all, and you don’t have to choose any players at all.

If a spell or ability puts counters on a player or permanent and then instructs you to proliferate, choosing that player or permanent will give that player or permanent another of those counters.

Some spells that proliferate may require targets. If each target chosen is an illegal target as that spell tries to resolve, it doesn’t resolve. You won’t proliferate.

The War of the Spark set doesn’t include any ways for players to have counters, but some cards in other sets say that a player “gets” a counter of a certain kind. Notably, emblems aren’t counters.
