A deck that focuses on manipulating phases and card advantage, such as a control or tempo deck, would benefit from using Teferi's Imp. While the card has potential for generating card advantage, its drawback of discarding a card when it phases out may limit its effectiveness. Other cards like Aether Adept or Venser, Shaper Savant may offer better utility and consistency for similar effects, making Teferi's Imp less likely to see play in competitive decks.

There is no negative effect if you can’t discard when it phases out. You still get to draw a card when it phases in.
