Roiling Dragonstorm would be a great addition to a blue tempo or control deck looking to generate card advantage and interact with dragons. While the card draw and discard effect is solid, the ability to return the enchantment to hand when a dragon enters the battlefield adds value to the card. However, for higher competitive play, there are better options like Omen of the Sea or Search for Azcanta that provide more consistent and powerful effects, making Roiling Dragonstorm more of a niche choice for dragon-themed decks in casual settings.
