Pendrell Mists, Enchantment, designed by Andrew Robinson first released in Jun, 1997 in the set Weatherlight.

This card, Pendrell Mists, would be beneficial in a control deck that aims to slow down the opponent's board development by forcing them to either pay extra mana to keep their creatures or sacrifice them.
