This card would be a great fit in a Simic (Green-Blue) spellslinger deck that focuses on casting a high number of instant and sorcery spells to trigger its ability and pump up creatures. While Primeval Conduit is a solid choice for such a deck, a potentially better option could be Riku of Two Reflections, a commander that not only benefits from casting spells but also allows you to copy them for even more value. However, Primeval Conduit can still be a strong inclusion in the right deck and could see play in a strategy centered around spellcasting and creature buffing.
