Feast of Blood, Sorcery, designed by Jason Felix first released in Oct, 2009 in the set Zendikar and was printed exactly in 3 different ways.
A deck focused on Vampire tribal synergies would benefit most from including Feast of Blood, as it requires controlling multiple Vampires to be cast. However, there are likely better removal options available in black that don't have the tribal restriction, such as Fatal Push or Murder. While Feast of Blood can be powerful in the right deck, its situational nature may limit its overall effectiveness and playability in more competitive environments.

Whether you control two or more Vampires is checked only as you try to move Feast of Blood to the stack as the first step of casting it. It doesn’t matter whether you still control two or more Vampires as you finish casting Feast of Blood (in case you somehow sacrifice one to produce mana) or as Feast of Blood resolves.
