**Cloud Cover** is a very low-impact defensive instant, so it would only realistically fit in highly defensive, fatigue-oriented control decks (such as Oldhim-style Guardian builds or very grindy control strategies) that aim to prevent small breakpoints and drag the game long—but even there, preventing just 1 damage for 3 resources is extremely inefficient. Compared to other defensive options, it is significantly weaker than cards like **Sink Below**, **Fate Foreseen**, **Oasis Respite**, **Sigil of Solace**, or even standard defense reactions that prevent 3–4 damage for 0–1 resources while also providing additional value (like filtering or life gain). Because of its poor rate and lack of additional upside, Cloud Cover is almost never worth including in competitive decks and generally should not see play outside of very niche or budget situations.
