Breath of Dreams, Enchantment, designed by Phil Foglio first released in Jun, 1995 in the set Ice Age.
A deck focused on utilizing green creatures with powerful abilities that benefit from repeating effects, such as ramp or card draw, would benefit from using Breath of Dreams as it helps accelerate mana generation through the cumulative upkeep cost reduction. However, there are other more efficient cards like Carpet of Flowers or Exploration that provide similar or better mana ramp without the upkeep burden, making Breath of Dreams a niche option that might not see a lot of play in competitive settings.

If a permanent has multiple instances of cumulative upkeep, each triggers separately. However, the age counters are not connected to any particular ability; each cumulative upkeep ability will count the total number of age counters on the permanent at the time that ability resolves.
