Barl's Cage, Artifact, designed by Tom Wänerstrand first released in Aug, 1994 in the set The Dark and was printed exactly in 5 different ways.
Barl's Cage would be beneficial in a control deck that aims to stall the opponent's creatures and disrupt their game plan. While it can be effective in certain situations, there are better options like Winter Orb or Stasis that have a more impactful and lasting effect on the board. Barl's Cage may not see much play in competitive Magic: the Gathering decks due to its limited utility compared to other cards available.

If the targeted creature is untapped at the time its controller’s next untap step begins, this ability has no effect. It won’t apply at some later time when the targeted creature is tapped.

Does not prevent a creature from untapping at other times. It just stops the “normal” untap during the untap step.
