This Azorius Herald card would be beneficial in a control or tempo deck that aims to gain life and apply pressure early on. However, there are potentially better options such as Spell Queller or Geist of Saint Traft, which offer more impactful effects for their mana cost. Azorius Herald could see play in specific metagames where its abilities are particularly useful, but overall it may not be a top-tier choice in competitive Magic: The Gathering decks.
