Planeswalker's Mirth, Enchantment, designed by John Matson first released in Feb, 2001 in the set Planeshift.
A white control deck focused on gaining life and disrupting the opponent's hand would benefit from including Planeswalker's Mirth, as it provides both life gain and hand disruption. However, a card like Thoughtseize or Inquisition of Kozilek might be more efficient for hand disruption in a competitive setting, making Planeswalker's Mirth less likely to see play in high-level gameplay.

If the opponent has no cards in hand, then no life is gained.
