The Temple of Silence would be beneficial in a deck that focuses on controlling the game through manipulation of the top of the library, as the scry ability can help set up future draws. Decks that rely on white and black mana would particularly benefit from this land. While there may be better dual lands available, such as Godless Shrine which can enter untapped with a small life cost, Temple of Silence could still see play in decks that value the scry ability and the flexibility of producing both white and black mana.
