A deck that focuses on aggressive black creatures or strategies that benefit from unblockable attacks would benefit from including Dirge of Dread, as it can give all creatures fear for a turn or provide targeted fear when cycled. However, there are potentially better cards for similar effects, such as cards that grant evasion more permanently or efficiently, like Aqueous Form or Whispersilk Cloak. Whether Dirge of Dread sees play would depend on the specific strategy and synergies within the deck, as there are more versatile options available for similar effects.

Cycling is an activated ability. Effects that interact with activated abilities (such as Stifle or Rings of Brighthearth) will interact with cycling. Effects that interact with spells (such as Remove Soul or Faerie Tauntings) will not.

The cycling ability and the triggered ability are separate. If the triggered ability doesn’t resolve (due to being countered with Stifle, for example, or if all its targets have become illegal), the cycling ability will still resolve and you’ll draw a card.
