Turncoat Kunoichi would fit best in an Orzhov (white-black) tempo or midrange deck that leverages evasive or expendable attackers to enable its Sneak cost, particularly in aggressive shells with cheap flyers, tokens, or creatures that like being returned to hand (e.g., creatures with strong ETB effects you can replay).
