The Explorer would benefit a ramp or landfall deck that aims to quickly increase its mana base and play multiple lands per turn. While The Explorer is a solid card for accelerating mana development, there are better options like Exploration which allows you to play an additional land without any cost, making it more efficient in achieving the same goal. However, The Explorer could still see play in decks looking for redundancy or additional effects that interact well with playing extra lands.
