This card, Rally the Horde, would benefit a deck that focuses on generating a large number of tokens quickly, particularly in a red-based aggressive strategy. While it can potentially create a significant number of Warrior tokens, the randomness of exiling cards may not always guarantee a strong outcome. Other cards like Hordeling Outburst or Dragon Fodder may be more consistent in token generation, but Rally the Horde could be a fun and potentially powerful addition to a token-based deck in Magic: the Gathering.
