A deck focused on milling or sending cards from the deck to the graveyard would benefit the most from using Grass Phantom, as it can quickly increase its ATK by having multiple copies in the graveyard. However, there are better options like Glow-Up Bulb which provides more versatile effects and can be used for Synchro plays. Grass Phantom could see play in a dedicated Grass Phantom themed deck for fun or casual play, but in a competitive setting, there are more efficient cards to consider.
