Downpour would be beneficial in a control deck that focuses on tapping down opponent's creatures to prevent them from attacking or blocking effectively. While it can be useful in certain situations, there are better cards like Sleep or Frost Breath that offer more versatility or effectiveness for a similar cost. Downpour may not see much play in competitive decks due to its limited impact compared to other options available.

If Downpour targets more than one creature, and some but not all of the creatures are illegal targets by the time Downpour resolves, the remaining legal targets will be tapped.
