A deck that focuses on aggressive strategies and wants to quickly cycle through its cards would benefit from using Anje's Ravager, especially in a Madness-themed deck where discarding cards is advantageous. However, there are potentially better cards for similar effects such as Falkenrath Gorger, which provides a more consistent benefit for a similar cost. Anje's Ravager could see play in specific decks that can take advantage of its abilities, but it may not be a staple in every deck due to its drawbacks.

If Anje’s Ravager can’t attack for any reason (such as being tapped or having come under that player’s control that turn), then it doesn’t attack. If there’s a cost associated with having it attack, its controller isn’t forced to pay that cost, so it doesn’t have to attack in that case either.
