Sanctum of Calm Waters would benefit a Shrine tribal deck in Magic: the Gathering, as it allows for card draw based on the number of Shrines controlled. However, there are better cards for card draw in blue decks, such as Rhystic Study or Mystic Remora, which provide consistent card advantage without the need for specific tribal synergies. While Sanctum of Calm Waters could see play in a casual Shrine-themed deck, it may not be competitive enough for more optimized blue decks.
