This card, Breaching Leviathan, would be beneficial in a control deck that focuses on stalling the opponent's board development and controlling the battlefield. It can effectively neutralize nonblue creatures, giving you a temporary advantage in combat. While there may be more efficient options available in terms of cost and impact, such as Cyclonic Rift for a similar effect, Breaching Leviathan could still see play in certain control strategies that can benefit from its unique ability to disrupt the opponent's board presence.
