Thran Tome, Artifact, designed by Donato Giancola first released in Jun, 1997 in the set Weatherlight.
A control or midrange deck that focuses on card advantage and graveyard synergies would benefit from using Thran Tome in Magic: the Gathering. While Thran Tome can provide card draw and graveyard filling, there are better options available such as Search for Azcanta or Mystic Forge which offer more consistent card advantage and selection. Thran Tome could see play in certain budget or casual decks, but it may not be a top choice in competitive environments.

It does not target the cards, but it targets the opponent. If you can’t target an opponent, you can’t activate this ability.
