A deck that focuses on aggressive strategies and wants to apply pressure on the opponent early in the game would benefit from including Rubblebelt Recluse. However, there are better options available such as Goblin Guide or Monastery Swiftspear which provide immediate impact and are more efficient in terms of mana cost and abilities. While Rubblebelt Recluse can be a decent inclusion in certain budget or theme decks, it may not see much play in competitive settings due to its drawbacks.

If Rubblebelt Recluse can’t attack for any reason (such as being tapped or having come under that player’s control that turn), then it doesn’t attack. If there’s a cost associated with having it attack, its controller isn’t forced to pay that cost, so it doesn’t have to attack in that case either.
