A deck that focuses on milling the opponent's library would benefit from including Rotcrown Ghoul, as it provides a consistent source of milling when it dies. However, there are better options available, such as Hedron Crab, which can mill three cards every time you play a land. While Rotcrown Ghoul could be a fun addition to a casual mill deck, more competitive decks would likely opt for more efficient mill cards.
