Malakir Soothsayer, Creature — vampire shaman ally, designed by Greg Opalinski first released in Jan, 2016 in the set Oath of the Gatewatch.
This Malakir Soothsayer card would be a great addition to a black-based Ally tribal deck in Magic: the Gathering, where its Cohort ability can help generate card advantage at the cost of life. However, for more competitive play, a card like Dark Confidant might be a better option due to its consistent card draw without the life loss. Overall, Malakir Soothsayer could still see play in more casual or themed decks focused on Allies and life manipulation strategies.

To activate a cohort ability, the Ally with that ability must have been under your control continuously since the beginning of your most recent turn. Informally, it can’t have “summoning sickness.” However, the other Ally you tap can be one that just came under your control. (Note that tapping the second Ally doesn’t use [the tap symbol].)
