A deck that aims to ramp up its land count quickly, such as a white weenie or aggressive white deck, would benefit from including Knight of the White Orchid as it can provide additional mana acceleration and fix your mana base. While there may be better options for land ramp in other colors, such as Sakura-Tribe Elder or Farseek, Knight of the White Orchid can still be a strong inclusion in the right deck, especially if you're focusing on white mana sources.

Knight of the White Orchid’s triggered ability has an “intervening ‘if’ clause.” That means (1) the ability won’t trigger at all unless any one of your opponents controls more lands than you, and (2) the ability will do nothing if you control at least as many lands as each of your opponents by the time it resolves.
