Collective Defiance, Sorcery, designed by Kieran Yanner first released in Jul, 2016 in the set Eldritch Moon Promos and was printed exactly in 5 different ways.
A deck that focuses on aggressive red strategies with a mix of burn and hand disruption would benefit from including Collective Defiance. While it offers flexibility with its multiple modes, there are potentially better cards for specific strategies, such as Lightning Bolt for direct damage or Thoughtseize for hand disruption. However, Collective Defiance could see play in decks looking for a versatile option that can disrupt opponents' hands while also dealing damage to creatures or planeswalkers.

Additional costs don’t affect a spell’s converted mana cost.
07/13/16
Effects that reduce the cost of spells reduce the total cost, including any escalate costs added.
07/13/16
If two of the chosen modes of an escalate spell target a creature, you may choose the same creature for each mode’s target, or choose different creatures. The same is true if the chosen modes target a player (or opponent).

You choose all of your modes at once. You can’t wait to perform one mode’s actions and then decide to choose more modes.
