Waterwhirl, Instant, designed by Clint Cearley first released in May, 2020 in the set Khans of Tarkir.
Waterwhirl would be beneficial in a control deck that aims to disrupt the opponent's board by returning key creatures to their hands. While it can be a useful tempo play, there are better options like Cyclonic Rift, which can provide more versatility and impact by being able to target any nonland permanent and overload for a mass bounce effect. Waterwhirl may not see as much play in competitive settings due to its higher mana cost and limited targets, but it could still find a place in casual or budget decks looking for a similar effect.
