Wand of Denial, Artifact, designed by Steve Luke first released in Feb, 1997 in the set Visions and was printed exactly in 2 different ways.
A deck that focuses on disrupting the opponent's strategy by controlling their resources would benefit from including Wand of Denial. However, there are more efficient cards like Thoughtseize or Inquisition of Kozilek that provide similar effects without the additional cost of life, making them better choices for competitive play. Wand of Denial could be fun in a casual setting or a themed deck, but it may not be the most optimal choice for a highly competitive deck.
