A deck that benefits from Scapeshift is a land ramp or landfall deck that aims to quickly ramp up its mana base and trigger landfall abilities. While Scapeshift is a powerful card for fetching multiple lands at once, some decks may find better alternatives such as Hour of Promise which also fetches two lands but doesn't require sacrificing lands. However, Scapeshift can still see play in decks looking for explosive mana ramp and landfall triggers, especially in formats where it is legal.

You sacrifice the lands as part of the resolution of Scapeshift. It isn’t an additional cost. If Scapeshift is countered, you won’t sacrifice any lands.
