A deck that focuses on controlling the board through a mix of Islands and Mountains would benefit from including Noggle Hedge-Mage, as it offers versatile removal and tapping abilities based on the lands you control. However, in more competitive settings, there are likely more efficient cards available that provide similar effects without the land requirement, making Noggle Hedge-Mage less optimal for top-tier decks.

Each of the triggered abilities has an “intervening ‘if’ clause.” That means (1) the ability won’t trigger at all unless you control two or more lands of the appropriate land type when the Hedge-Mage enters the battlefield, and (2) the ability will do nothing if you don’t control two or more lands of the appropriate land type by the time it resolves.
