Lava Storm, Instant, designed by Scott Kirschner first released in Jun, 1997 in the set Weatherlight.
A red aggressive deck focused on dealing damage quickly would benefit from including Lava Storm, as it can help clear the board of opposing creatures to ensure successful attacks. However, there are potentially better options such as Anger of the Gods, which deals 3 damage to all creatures and exiles them if they die, providing more efficient board control. Lava Storm could still see play in certain metagames or sideboard situations where its specific effect is valuable.

Lava Storm may be cast at any time, but it will have no effect unless there are attacking or blocking creatures on the battlefield (which exist only during certain steps of the combat phase).
