This card, Kitesail, would benefit decks that focus on aggressive strategies and evasion, such as aggro or tempo decks. While Kitesail provides a small power boost and flying, there are better options available like Sword of Fire and Ice or Batterskull which offer additional benefits. However, Kitesail could still see play in budget or more focused decks where the evasion it provides is crucial to the game plan.
