Jace's Sanctum, Enchantment, designed by Adam Paquette first released in Jul, 2015 in the set Magic Origins and was printed exactly in 3 different ways.
A deck that heavily relies on casting instant and sorcery spells, such as a control or spell-slinging deck, would greatly benefit from including Jace's Sanctum. While it does provide cost reduction and card selection through scrying, there are potentially better options like Baral, Chief of Compliance or Goblin Electromancer that offer similar benefits with additional advantages. However, Jace's Sanctum could still see play in decks looking to maximize spell efficiency and card selection.

The first ability of Jace’s Sanctum can’t reduce the colored mana requirement of an instant or sorcery spell.
