Horizon Spellbomb, Artifact, designed by Franz Vohwinkel first released in Oct, 2010 in the set Scars of Mirrodin.
This card would be beneficial in a deck that focuses on mana ramp and card advantage, particularly in decks that require specific basic land types or need to consistently hit land drops. While Horizon Spellbomb provides a flexible option for fetching basic lands and drawing cards, there are potentially better options such as Expedition Map for land searching and other card draw spells for more efficient card advantage. However, in certain strategies that require the specific functions Horizon Spellbomb provides, it could still see play as a budget-friendly alternative or as a niche inclusion for specific synergies.

When you sacrifice Horizon Spellbomb, it’s search ability goes on the stack, and then the triggered draw ability goes on the stack on top of it. This means you first choose whether to pay and draw a card, then you search; you do not search first.
