Dystopia, Enchantment, designed by Ruth Thompson first released in Jun, 1996 in the set Alliances and was printed exactly in 3 different ways.
This card would benefit a control deck that aims to disrupt the opponent's board by forcing them to sacrifice their green or white permanents. However, there are better options like Pox or Smallpox which have a more immediate impact on the board and provide more value for the mana cost. While Dystopia could see play in certain niche strategies, it may not be a top choice for competitive decks due to its slow and incremental nature.
