Web of Inertia, Enchantment, designed by Don Hazeltine first released in May, 2002 in the set Judgment and was printed exactly in 2 different ways. It's a key card in 3 combos.
A control deck that focuses on stalling the game and preventing opponent's creatures from attacking would benefit from using Web of Inertia. However, there are better options like Ghostly Prison or Propaganda that provide similar effects more reliably. While Web of Inertia can be situationally useful, it may not see as much play in competitive decks due to its limitations and the availability of stronger alternatives.
