The Rummaging Goblin card would be beneficial in a red deck that focuses on card advantage and graveyard interaction, as it provides a repeatable looting effect to filter through cards. However, there are better options like Merfolk Looter or Magmatic Channeler that offer more flexibility and value. Rummaging Goblin could still see play in budget or more casual decks, but competitive decks may opt for stronger alternatives.
