About War Tax

War Tax, Enchantment, designed by Greg Hildebrandt & Tim Hildebrandt first released in Oct, 1999 in the set Mercadian Masques.

This War Tax card could be beneficial in a control deck that aims to stall the game and prevent opponents from attacking with multiple creatures. However, there are better options like Propaganda or Ghostly Prison that have a similar effect and are more cost-effective, making them more viable choices for inclusion in a deck. While War Tax has its niche uses, it may not see much play in competitive Magic: the Gathering decks due to the availability of stronger alternatives.

In the Two-Headed Giant format, you still only have to pay once per creature.

You can choose X=0. This doesn’t have an effect most of the time, but it does mean that creatures can’t attack unless the controller chooses to pay the cost (a cost of zero is not automatically paid, so the controller can choose to not pay).
