Tormenting Voice, Sorcery, designed by Volkan Baǵa first released in Sep, 2014 in the set Khans of Tarkir and was printed exactly in 16 different ways.
A deck that focuses on card advantage and doesn't mind discarding cards would benefit from including Tormenting Voice. However, there are better options like Faithless Looting, which not only lets you draw two cards but also allows you to filter your hand by discarding unwanted cards. Tormenting Voice could still see play in decks that specifically need a cheap draw spell and can afford the discard cost.

You must discard exactly one card to cast Tormenting Voice; you can’t cast it without discarding a card, and you can’t discard additional cards.
