Shivan Reef, Land, designed by Rob Alexander first released in Jun, 2001 in the set Apocalypse and was printed exactly in 24 different ways. It see play in 1 formats: Commander.
A deck that focuses on casting spells with both blue and red mana requirements, such as a tempo or control deck, would benefit from using Shivan Reef as it provides flexibility in mana production. However, there are better options like Steam Vents, which can produce both blue and red mana without dealing damage to you. Shivan Reef could still see play in budget decks or in decks that require additional mana fixing, but more competitive decks may opt for more efficient dual lands.

The damage dealt to you is part of the second mana ability. It doesn’t use the stack and can’t be responded to.
