A deck focused on tribal synergies with Elves would benefit the most from including Shaman of the Pack, as it can deal significant damage to the opponent based on the number of Elves in play. While there may be other strong Elf-centric cards like Elvish Archdruid or Ezuri, Renegade Leader, Shaman of the Pack's ability to drain life from the opponent can be a powerful finisher in the right deck. It should definitely see play in Elf tribal decks looking to close out games with a burst of damage.
