Ruin in Their Wake would benefit decks that focus on ramping up their mana quickly, especially those running colorless or Eldrazi creatures. While it can be useful in decks with Wastes lands, there are better ramp options available in the format such as Rampant Growth or Farseek, which provide more consistent mana acceleration without the need for specific land types.
